In 1951, New Zealand temporarily became a police state. Civil liberties were curtailed, freedom of speech denied, and people could be imprisoned for providing food to those involved. This award-winning documentary tells the story of the 1951 lockout of waterside workers, and what followed: an extended nationwide strike, confrontation and censorship. The New Zealand Symphony Orchestra is established and a new generation of writers and artists take centre stage.

He visits ex-Seaman's Union President Bill 'Pincher' Martin, who recalls the tense days of the 1951 lockout. Meanwhile cameraman Matt Bowkett captures some evocative footage from the surrounding hills, and among the action of a busy port.

Although best known as a writer, Maurice Shadbolt also did time as a filmmaker. In his 20s he made a number of films at the National Film Unit, as part of a career that encompassed fiction, journalism, theatre and two volumes of autobiography. His classic Gallipoli play Once on Chunuk Bair was made into a feature film in 1992.
